Its sort of both, back in the old days there would be only one belt per championship, that was replaced when worn or damaged…. But ever since the cable TV era WWF has seen the wisdom of having extra belts on hand for various reasons (to have a belt available while one is being repaired, to have one on hand at the studio for photography needs, or simply to make sure “the belt” remains in possession of the company every since the Madusa incident )

This doesn't make sense cuz he could've literally been using the exact belt they used for television and still have a replica for himself to keep. Most if not all wrestlers who've won a belt has done this. WWE makes two copies of each belt, one for the shows and one to display or have the champions carry for media scrums, interviews, etc. If a wrestler wants a replica, I believe they have to pay for it. What I think is that he didn't want to carry the actual belt around because he didn't want to risk misplacing it or have it stolen because they actually have to carry the belt around with them at all times.
