Being able to output, say, 10 units of power but being able to do it endlessly is very different from being able to output infinite power. Honestly, I can see Cell make a comeback, but not as a villain, but more like how Vegeta used to be before his eventual turn to being a good guy. Cell isn't "evil" like Frieza, Cell is basically just a Saiyan, wanting to always have a better fight, at the time the way was to basically threathen everyone with death. If he were to return, he could fight Vegeta, Goku, Gohan and Piccolo, not to the death, but just sparring, that would satisfy his Saiyan Blood, Frieza's side doesn't really have a tendecy to be evil either, it's more how they got raised and Cell was already well aware that Gero basically "programmed" him to atleast kill Goku, but he cares more for a good fight, that's why he makes the same critical mistake twice, the 1st time letting Trunks live and letting the Cell games happen, the 2nd time being letting Gohan achieve SS2.

TFS really drove this home imo. they were able to make such a great parody of Cell because of how interesting, and unique of a character he is. Someone with the attitude of the Saiyans and the bloodlust of Frieza. Super interesting. Still gotta say I think Goku Black and Zamazu are my favorite villains. I think they are the only Villains that were completely evil. They saw all of their death and destruction as a thing of beauty. Even Frieza isn't that dark lol.

Yeah Frieza, Cell and Buu all seemed like final villains, for Frieza it's because of the first SSJ transformation and the conclusion of Goku's origin, for Cell it's because he has the DNA of all the major characters and he fought Gohan with his full potential unlocked (at the time), for Buu it's because he destroyed the Earth, it's the end of Vegeta's development and the final Genkidama is the most final attack you can make But to be fair, almost every villain in DB could have been the final villain, Piccolo Daimao, Piccolo and Vegeta could each have been the final villain of the series too

Well the writters will probably make a limit to how much he can earn. If anything I think Cell would only get his own unique evolution rather then riding off everyone else's since we still can't forget the consequences of having all the z fighters and Frieza's DNA, so Cell's Potential might be drag down a bit because of him having everyone else's Cell's rather then just Frieza's. Honestly, it wouldn't be that hard to explain how he'd come back. Even though the Z-Warriors thought Gohan killed him off, a very small seed or amiba flies off and plants itself into the Earth. It's very small, burnt, and has no energy, but can still grow with enough love and care. After many years of growing due to rain, or even a Cell Jr taking care of the growing Cell plant, it finally blooms and pops out Cell. Cell then plants multiple Cell Jrs, and sends them off to spy on every massive power of energy in the area. Personally I think that Toriyama & Toyotarou realized bringing back the original Cell would have had a whole host of problems, thus it was easier to just have the latest incarnation of the Red Ribbon Army create an entirely new incarnation of Cell than to simply bring back the old one (mind you I think they could have gone with the idea that incomplete main timeline Cell somehow survived being destroyed & was completed by the Red Ribbon Army, but that would have taken away a win for Krillin & Future Trunks, so I can understand why they didn't go that route!)! Still the theory that the writers couldn't think of what form to give Cell if he was actually resurrected does make a lot of sense, though I like to think it was a combination of factors! Let's fact it, if Toriyama and/or Toyotarou really wanted to bring back the original Cell & could settle on a form to give him, I think they would! Besides, being a Bio-Android composed of the cells of countless martial artists & species (Earthlings, Saiyans, Namekian, & Frieza Race), Cell may have advantages natural born members of those races, including naturally born hybrids don't have such as Cell's ability to receive Zenkais even if the injury is self inflicted which according to Vegeta during the Frieza Saga self inflicted injuries don't work (Goku seems to do this while training in the spaceship in the anime & to a lesser extent in the manga, but one could argue it was the damage incurred through the intensity of the gravity training itself & not getting blasted by his own attacks as the intense gravity was forcing Goku to push his body beyond its natural limits, so him receiving Zenkais by consuming Senzu Beans after intense training doesn't completely violate the self injury rule as it was the intensity of the gravity training itself that generated injuries he was healing & the anime kinda gets a pass as it had yet to firmly establish the no self injury rule, though admittedly you could argue it could also apply to the manga as Toriyama himself didn't have Vegeta reveal that fact until the Frieza Saga), yet it is impied that Cell's regeneration after his destruction (as he possesses Frieza's ability to survive horrific injuries & still function which in Cell's case means he can survive as long as his nucleus survives, though DBZ:Kakarot did suggest he lied about said nucleus was in his head, as it would be in a Namekian as that's how Piccolo was able to regenerate even after Goten & Trunks broke him when he was petrified by Dabura's stone spit, as Piccolo noted the nucleus in his head survived was how he was still able to regenerate, which was to explain how Cell was able to survive the destruction of the upper half of his body caused by Goku's iconic Instant Kamehameha as the whole nucleus in his head thing was established well after that scene had shown Cell managing to regenerate despite the apparent of his head) also resulted in him receiving a Zenkai which shouldn't have happened as his near-death experience was the result of the Self Destruction (there is no indication it was only triggered by the damage he received from fighting Gohan & losing Android 18, other than his body being able to remember his perfect form, which due to the Zenkai allowed him to reobtain it without either 17 or 18, as 17 was killed by the self destruction & 18 had been lost due to him throwing her up, with the Zenkai giving him his new Super Perfect Form which is essentially Cell's equivalent to Super Saiyan 2 as it has the same aura (due to his lack of hair, Cell's SSJ equivalents usually only effect his aura, though his ability to use Super Saiyan makes perfect sense as all genetic Saiyans possess S-Cells which is why hybrids & artificial beings with Saiyan cells/DNA like Cell, Mira, & Fu all have access to their own equivalents of the Super Saiyan form)! Mind you his ability to survive self destruction & regenerate is well beyond what natural born Saiyans are capable of already, so it is no wonder he is able to receive Zenkais even from self inflicted injuries (though one could argue that this could be due to genetic tampering by the Super Computer to grant Cell unnatural abilities on purpose, even though it is entirely possible it was completely a fluck that came about by mixing the genetics of different species)! Mind you Cell isn't the only Bio-Android who survived thanks to regeneration, as in the DBS manga, the Cell Juniors all apparently survived their battle with SSJ2 Gohan, as they are alive & currently living on Monster Island after being tamed by Android 17 with the implication that they survived by regenerating! Fortunately it seems they themselves did not receive any Zenkais as it is implied they're current strength is about the same as it was during the Cell Games! Mind you the Cell Juniors are seemingly reformed as they stop attacking Goten & Trunks after noticing they are wearing MIR Ranger Uniform just like the one 17 wears, so there is little indication they have any desire to resurrect their father using the Dragon Balls (mind you Bulma & the Capsule Corporation have apparently been collecting them since the aftermath of the Broly Saga, so its not like they've had the opportunity to try especially considering they'd need a Dragon Radar unless they figure out how to sense DB energy like Moro did)!" I would like to point out it is entirely possible for Cell to acquire the Dragon Balls without a radar as Moro demonstrated it is possible to sense DB energy, something which Cell might be able to develop (or could acquire with some modification, as he is a Bio-Android so there is the prospect he could be upgraded)! Additionally Cell could easily develop magical abilities thanks to his Namekian cells so if DB energy sensing is magic based he could still develop such an ability! Mind you the question is would he even resort to such methods! After all given the influence of Goku, Vegeta, Piccolo, & Frieza cells on his personality, it wouldn't be surprising if Cell just decided to train himself to get stronger & given his pride when it comes to seeing himself as the perfect life form, him training to achieve greater power and/or achieve his full potential would make far more logical sense! Mind you I agree, Cell has an insane amount of potential which is why I believe they made Cell Max more of a mindless monster, as had he an actual personality like the original Cell, he would have been far more dangerous due to his size & knowledge of the failures of his predecessor! Still I wonder if Cell Max had already achieved his own version of Super Saiyan God based upon his coloration which is similar to Genome's God Class-up in SDBH which causes his body to turn red & acts as the Bio-Android's equivalent of Super Saiyan God which is also achieved by Saiyan Avaters via God Class-up, while Genome's Super God Class-up is his equivalent of the Saiyan's Super Saiyan Blue which Saiyans achieve via Super God-class up)! Mind you its hard to tell as its possible his coloration was painted on as body is implied to be grey underneath (though that could just be due to the nature of the damage inflicted by Gamma 2's Core Breaker)!

So starting off with what you got right. Blue is definitely in the cards for Cell because he has the same aura as SSJ. Also after becoming Super Perfect he had the sparks of SSJ2. So Cell can likely get Blue, but since his base would be similar to SSJ he can’t actually get God by itself. The closest he can get is Blue. Now onto what’s wrong: 1. Piccolo can only do it because he fused with Kami, and Shenron would know Cell didn’t do that. 2. Cell doesn’t have the ability to transform BY HIMSELF. He needs to absorb or unabsorb his pair of androids. So any Frieza transformation is impossible for him. 3. Cell doesn’t have any DNA of Gohan so if Beast requires Gohan’s DNA similar to Broly’s FPSSJ, then Cell is just out of luck.

I feel like someone that had a ton of potential both story wise and strength wise would’ve been raditz. He’d be the same lineage as goku, be related to goku, have reasons to want to kill him and gohan, hates vageta and frieza and potentially be able to unlock super sayin and super sayin god. There’s a lot of story and strength potential for a villain there not to mention he’s the only villain that legitimately defeated goku.

I have a theory, but I could be completely wrong. While yes, Cell is difficult to animate, I also believe if he did come back, he’d either become another Frieza or another Piccolo (depending on if he stayed evil or turned good.) It makes me wonder if during the tournament of power, people were asking for Frieza and Cell to return and maybe, they just put it to a vote, which Frieza won. I am happy for the other things Cell made a come back in, even if none of them were canon. I still wish they gave the villains their own movie. Wouldn’t that be incredible?!

I haven't finished this yet, but i think buu Saga wouldn't still happen 7 years later and would be more along the lines of when future trunks had his. The Gohan Cell beam struggle and energy out put before and during that is what attracted Bibadi in the first place. So without the power output of SSJ2 Gohan and Mr. Super Perfect Cell, they dont make the long-distance accidental call to the worm that wants to summon Buu. So Buu saga has to take the long way around. And like i said before, i haven't finished the video yet, That would also mean no SSJ3 Goku, or he would at least get it a lot later since he doesnt do the other world training and has never seen what SSJ2 even looks like when done correctly

Cell also gets insane zenkai boosts. He went from high SSJ to SSJ2 equivalent from one zenkai boost. If he just repeatedly self destructed and regenerated he'd cover the distance to SSJ3 pretty easily, if not beyond. Then he could train for a gold form that'd be even more powerful than Frieza's. If he ever heard about namekians and how their power can awaken its wraps because people steal Bulma's dragonballs all the time and Cell has been good at suppressing his power before. All he needs to do is suppress it while he pays some goon to get the dragonballs from Bulma after shes collected them or, at the least, to steal the radar for an awakening. He could also encounter God Ki in a different way. Namely, fighting with Goku and Vegeta and taking in the experience. I doubt Whis GAVE Vegeta god ki.

Freeza is a shapeshifter. He created his own transformations, he didn't "unlock" them. Cell doesn't have a "golden" form, and any transformation he created ala his Freeza DNA wouldn't necessarily be "golden".
