I lived in UB for half a year this year and I definitely have something to say. Many cities around the world have experienced traffic problems and many of them have solved them successfully, so first of all the administration of UB should make a research and learn more about urbanization stuff. Widening the roads is a bad idea, it would have a temporary effect, after some time the roads will be full of cars again. Also, widening roads makes the urban structure more aggressive and uncomfortable for pedestrians, elderly people, mothers with baby carriages, etc. The key, in my opinion, is to develop public transportation in the city, because it's a complete disaster right now. Public transportation should be attractive so that people would rather take the bus or trolley than drive their own car. It should be cheap, fast, convenient, and predictable, and it should go to the farthest parts of the city. Second, and probably not obvious moment, is to make parking orderly, prohibit parking on the pedestrian zones and, most importantly, paid. So people would have to think many times if they want to go by car or not, because they will have to pay for parking. And, probably, this will make people, in some cases, to choose public transportation. Also, the center of UB will become a huge parking zone and it makes the city more ugly, in my opinion. So parking fees may be a solution.

pretty good suggestions. I would add a special lane for buses only. This makes the buses even more attractive. Also make the buses free.

The only way to relieve traffic immediately is to have half the population work at night, but that's only a temporary fix. Widen the roads if possible. Only other ways are subways, if they can dig the earth. Not sure if they have permafrost. Or start a new city nearby to alleviate congestion. The Chinese are great in solving problems and great in achieving effective public transportation. I would invite them to Mongolia.

@hyperturbotechnomike What are your ideas? How many years have you lived in China? Moscow has the metro. In some places they were helped by the Chinese. During President Medvedev's term, they began to build new residential areas outside of Moscow rather than more apartments within. It's better now than it was with the new metro.

To make a subway effective, it requires a significant population to support this, which is possible in the Chinese cities. I am afraid UB simply does not have (only 1.6 million people), remember, it is not only the construction cost but also operation cost to be concerned as well If there is not enough people using it and support the system, it would be a massive financial burden for the city government as it needs to subside it to maintain the services. Widening roads is also a major undertaking, it costs a lot too and will cause a major disruption to the people living along the routes but the effects are normally temporary. International studies show very soon these widened roads could be filled up with traffic again. Starting a new city is also easier to say then done. There is really no quick fix, leave alone 'immediate' solution in terms of solving traffic congestion unfortunately.

Widening roads is the most terrible idea. Taxation should be most effective in lon shot. People would not like the idea at the first. Once they see its effectivness, you will realize. Taxation solved my traffic congestions around the world

As an urban planner, I think you got some good points, however, traffic congestion is something most cities in the world face, definitely not the only UB has this problem. Other than the factors you mentioned, the other reason I can think of is probably a lack of "permeability" in the city's roading structure - likes many cities in China (which also largely followed the Soviet Union' planning regime), I guess in UB, the city also relies heavily on a few major, grand arterials, but don't have enough minor, circular roads to divert traffic thru the city - so every car in the city can only use a few major arterials to reach their destinations as they simply don't have other alternatives to reach their destinations, certainly these roads will be easily be overloaded. Also, there maybe not be a clear separation of 'access' and 'movement' in terms of road functions - so a major arterial (which supposed to be there mainly for movement function) would also need to serve a lot of access function, making it more congested. The situation may get worse if it mixed up with the freight traffic, etc. Finally, it is good to see the local authorities are keen to improve public transport by looking into mass transit option but this also relies on the financial condition of the government. Even if the government manages to have enough $$$ to build, a relatively low population also makes it hard to maintain such a mass transit system in long run as it costs heaps to operate. I also observed that the roads in UB do not seem to be marked very well in order to regulate the vehicle movements, I guess this perhaps also contributes to the chao?

thx for the video! I would like more videos with you or you guests speaking about different aspects of mongolian life such as korean influence (convenient stores and food), people coming to UB from rural areas, what mongolians think about switching to traditional writing system, etc. About traffic: it's probably the worst driving I ever seen, no offense =) I have no idea why mongolians who are usually so calm and relaxed get so crazy when they are at the wheel Mongolia might look a bit shabby and messy but I love it ❤

There is a a book, authored by Russian urbanists, which name is "100 tips for the mayor". Now its quite difficult to find it, so I'll leave the tips in the response to this comment. By the way, Maxim Katz, one of the authors, believed that the best way to engage people in politics is to do it through benches and trams. Yeah, corruption always is the key problem. If you need implementation of the promises, promote your own candidate that will work not in words only, but in their deeds. You have damn huge traffic jams? How about going along the road and handing out brochures about your candidate? There are LOTS of ways to campaign. The most important is to find motivated people.

Every nation is plagued with corrupt politicians, yes our officials in Texas are mostly corrupt too. Ulaanbaatar has way too many high rise apartments, no or too few underpasses and overpasses at major intersections, too many people for the infrastructure. Why no development of the smaller provincial cities? Incentives to people for living anywhere but the capitol would help, staggered work hours, 3 or 4 day work week would also help

UB has its half of its population living in the capital many people don’t know how to drive properly in which it is causing traffic jams from accidents and the roads are small. That is why I ride a bike in the urban cities which makes it more faster and efficient than being stuck in traffic jams

What about the idea of encouraging carpooling and rideshare. If people had a monetary motivation for riding together--for instance, if four neighbors working in the same part of the city divide the driving and share a ride they can all four apply for a certain amount of money from the government per year as an incentive.

Unless you want to spend the annual city's budget for digging one station, advanced tram system is your best bet. It's no less capable and WAY MORE cheaper.

This all leads to the our production of electricity. Due to influence of outside powers and lack of funds or corruption Mongolia cannot build infrastructure for more electric production. That prevents the City from expanding further and forces it to destroy old buildings in favor of newer taller buildings. That's why many people are holed in.

Make a special lane for buses only. This makes the buses even more attractive. Also make the buses free. Again, enhancing their attraction. The things promised, subway and aerial trams are good and should be started soon. In the meantime, make buses viable. Zoning will also help. Bring the things people need and want closer to their homes so that they don't have to travel across the city. There is a host of things, which, when acted upon together, will greatly improve the situation. The key to all of this is of course, promises kept.

solution one..Ulanbaatar needs Metro system like the Scandinavian countries. Tax the cars like the Singapore For the people in the National Capital only. Issue driving License to only candidates who has all the required skills of a Driver. You cant drive cars like horses. Get International experts to help in Traffic and Urban planning. America is number One because it attracts best Talents from all over the world. The Chinese get All the know how from America in the 1990s and 2000nd. Why cant Mongolia do it ?

American is one of the most car-oriented countries in the world, although most of these money-hungry international engineering/planning consultancies in US would suggest TOD - at least in rhetoric but different cities have their different situation and problem, saying is always easier than doing.

As a not urban planner I agree with your opinion. Mongolia has just too much landmass for a very little population, which makes financially and technically for them to maintain such large infrastructures. Mongolia has recently connected all provinces with asphalt roads, which is rarely used. Traffic congestion of UB is mainly issue of politics. Politician gain popularity and public recognition by pointing out major probelm in the society, which they intend to use as their political campaigning subject as long as possible. Like in the video mentioned roads of UB increased by 50k new vehicles every year. Thats so absurd. UB is relatively small metropolitian area in comaprison larger cities of the world. That means UB does not need this much vehicles. People tend to use vehicles for short distance, because its cheap. its true. Owning vehicles in Mongolia as a whole is relativly cheaper than ownin cars in other major cities around the world, because there is no TOLLs on the roads, insurance, parking fee, taxation on the motor capacity etc. Mongolia has only import tax on the vehicles. There are some toll on road of rural area in the country side. Thats pretty much it. Owning vehicle is kind of luxury. Its absolutely not neccessary for everyone to own a car. Owning cars gives the consumer certain idea of being rich or fulfull their satisfaction of ownership. Thats the cheapest way to get that satisfaction. Since majority of Mongolians are basically poorer than global average, they don't want get rid of their ownership of their car. I for example live in abroad, where I dont see the neccessity og having a car, which is infact absolute pain in the ass. So this summer I spent my vacation in the UB, and walked whole time there, which was not bad at all. I did not even see the reason of driving in car in that horrible condition. Locals were so consumed by the idea ownership of something. From my perspective having a car in the UB was not luxury, but it was just a burden. But poor people dont see that way. I had hours of long argument with my families and friends on this very subject. They all did not have enough evidence or argument to prove that why they need cars. They all said same things like "Everyone has it", "its freedom of captilaism", " cars are usually more comfortable than walking ", "its better than not having one". Can you beleive that? These were basically their answer. In my opinion, authorities should tax heavily those vehicles based on their production standart, environmental harm etc.

I don't believe the amount of cars is the problem. 720,000 cars for 1.6 million people is not a lot. Island if Montreal has 1.9 million cars for 1.7 million people. More cars then people. There are simply not enough roads I think, this is very obvious when you see both cities in google maps. Also again on google maps, all those dead end roads in UB are useless for traffic.

This video is a complete surprise for me too. I’m not a traffic expert but familiar with daily traffic congestion in my country. Yours look awful. There isn’t a solution as long as there isn’t any mobility plan, or any enforcement by the police. You already mentioned the other barriers which prevent a practical solution. And how about the air quality between those four mountains?
