Are Stripe payments then drawn in two directions, a small amount for Stripe Connect for the marketplace and then the usual Stripe 2.9% for the person receiving the payout?

Yes! Stripe gets a cut, marketplace gets a cut, and if there are any other moving parts (sellers/vendors), they can get some too. That’s my understanding, at least.

Isn't little risky? What happens when a seller try to scam his customers or seller gets disputes from their customers? Will it your problem now? Imagine you have 100+ sellers so definately there will be 1 or 2 disputes or payment related problem everyday.

It's again how you do the implementation. But Stripe does the on-boarding of the connected customer and they collect lots of data including SSN, contact name, address etc. That's one reason why you shouldn't develop your own solution, but leverage Stripe. I am in fact in process of building a service using Stripe connect and already done some research & POC.

I've been reading up on it some, though a lot of the challenge is just in understanding what's on my list of responsibilities so that I can understand what it is I need Stripe to help me with. I know that people who earn income through my site will have to receive income tax forms, and I guess that Stripe can automate a lot or perhaps all of that. I really do hate income tax reporting. 😂
