When he was juiced up he just had to touch someone for them to go unconscious, and he did that many times. It probably made him feel like a God. I remember in the gsp fight his corner saying "turn on Johnny vision! Use your Johnny vision!". They were no doubt eluding to the superhuman reflexes one gets from PED's. He likely vocalized to his coaches in camp how he can see strikes coming and easily avoid it, without being a kick boxing or boxing defensive stud. GSP was a poster boy for VADA's website. That's why he wasn't going to do a drug testing that had a bias. He's not stupid.

I think because of the sources and amount needed to retest samples is a bit too high to perform both. I think vada has more blood tests which is some reason to dismiss them and to permit more religious guys to contend in the sport.
