Pilot project itself mean trial bssis , on the basis of trial ,the project is proceed furthure , Regular soldier mean ,he will be part of forces till retire/VSR.

India is not China or USA where there are thousands of industries and companies and especially North India. Because of populist schemes they are still largely agrarian ecomomy. That is why you cannot do something for Kisan and Jawaan that easily. Even the monetary benefit that the government had after launching this scheme will be less than the political cost of superimposing it.
