Definitely Deoriatal. The flowers at sandakphu bloom a little later in the season. We would further recommend ranthan Kharak, our latest discovery. It seems to have a grander rhododendron experience than Deoriatal - indiahikes.com/ranthan-kharak-trek

Hi Aniruddha, yes. You can do this trek in September. As it's the start of an autumn season, there won't be any snow on the trail. Rhododendrons bloom only in spring that is during the months of March and April. So, you will not be able to see the flowers. Not likely. The rhododendrons start wilting by the end of April, after which they stop blooming.

Hi Riya, although you can do in June end, it is not so ideal. That's when the monsoon is about to begin and the weather can get bad. You can wait untill September and go in autumn to witness the best mountain views.
