Can a bad charge cooler make a turbo pressure sensor go off the scanner didn't pick up the sensor code anymore instead it told me it was a throttle sensor at auto zone but ran a better scanner and it only said it was the charge cooler. I'm wondering if that is what is not allowing my accurator to turn on

Will this issue cause black smoke from exhaust? I have low boost, fuel mileage dropped, and I have black smoke.
