Since zhonya is so easy to get in WR, I think Lissandra's Ult will be OP in a team fight scenario. But as an individual champ, average. Unless they make it possible for her to jungle, hopefully not.

Liss is better with a oneshot build. Rilay is not necessary. And ult does not reset on kills, the moment when u tried to ult Ziggs he died before your ult finished casting.
