Nilah capitalizes on damage and once she gets 4 items literally almost anyone dies in an instant. I only play nilah in the dragon lane if I have a tanky supp. If I have an enchant supp like nami or yuumi then I'd consider shield bow and only if they have heavy nuke / poke
