Not really. Usually when an outfit is a near monopoly, they love regulations. They have the resources to handle the BS involved. Regulations are nothing but pulling the ladder up once you climbed it. Makes it tougher for everyone below. Remember when Amazon and internet buying let you save by bypassing sales taxes in other states? Once Amazon made it, they didn't care. They were just going to pass it along to the consumer. It was easy for them to automate the paper work and collect the sales tax money. At one time, it was only if you had a presence in a state, like a warehouse. For Amazon, cutting checks to state and local governments is easy. For Ma + Pa Kettle Inc. it is not.

I feel like they oversimplified Musk's goal for Mars. Musk does not want us to abandon Earth. He is aligned with the thinking that we need something as a sorta back up save for our species so if something like a meteor (or nuclear war or a super volcano, etc.) happens we have something. Earth is where we want the majority of life but it is important to have a colony that is not bound to the Earth Moon system so that if something catastrophic happens we do not go extinct.

The earth escape hatch idea is a VERY longtermist view.
