Yes basically they are money. But you need them in multiple 'currencies'/colours to buy consolidation chips.

I just ran across it on BGG one day, but it was very difficult to get. Then it got a new edition and became much easier to attain.

When you bring oil to another player's refinery that player has to pay you 2 of his shares. Once the refinery is full he will cash out on it though. Maybe thats what you meant?
