Mergim, from your encounter with the girl on a scooter, I'd say besides a helmet, you also need some kind of back light and reflectors, just like on a bicycle, for safety reasons when riding at night. Although scooters come with built-in headlights, I noticed that the scooter of the girl riding in front of you had no backlight. Aside from her pale legs, she was hard to see especially wearing a black dress.
