I think only Montague and troublesome trucks are suspected of toad. The rest don't know what this little brake van is doing... But, no one believes the troublesome trucks, and no one listens to Montague. It is possible that toad will switch to the Edward's branch or the main line to seize power there.

I reckon Duck definitely has his eyes on Toad, he did see right through Diesel when he arrived and questioned Toad's scheme against Scruffey.
