I think as long as you have strong integration laws that in the west we don’t have. Then I think u can bypass it, in terms of if we look at what the Inca empire managed or the romans integrating tribes that were hostile into their empire with the Incas options were integrate into society or die. If you don’t have integration laws I think tribalism eventually occurs, when tribalism occurs mixed children create the bridge between the ethnic divides.

Arakan used to be out of Myanmar control for most of its history. Mostly a state in Medivial Federal India. Myanmar just has to free it or give it to Bangladesh.

Go read about restoration of min saw mon campaign in 1429 With this campaign arakan turned into a vassal state of Bengal sulatante and they declared independence from bengal sultanate in 1530s with the help of Portuguese traders and but while being indepedant, they took Chittagong with them. Before that, Chittagong was never a part of arakan and then, mughals restored it in 1666.

The Ethnic Armed Organisations formed coalitions with the support of the ousted civilian government called the National Unity Government, or NUG.

The solution to Myanmar's civil war seems lying on Burmese Junta's willingness or unwillingness to grant high degree of autonomy to several minority ethnic groups in Myanmar，which include Rakhine Ethnic Group, Chin Ethnic Group, Kachin Ethnic Group, Ta'ang Ethnic Group, Han Ethnic Group, Wa Ethnic Group, Shan (Dai) Ethnic Group, Karen Ethnic Group, Karenny Ethnic Group, Mon Ethnic Group, Pa-O Ethnic Group, and Danu Ethnic Group. I think the Burmese Junta would choose denying the minority ethnic groups of high degree of autonomy because it is against the will of Burmese Chauvism.

The various ethnic groups let the Rohingya be persecuted for years by the army, and when they got persecuted too they dared to ask them for help... Reminds me of that WW2 poem from Martin Niemöller.
