I think the room leader is the big mouse, and here's why. From the time PCH arrives in the cell, the room leader implies that he knows fortune telling. The message or medium used to deliver from big mouse to PCH is a tarot card which if we come to think of it was also the medium used by the room leader to see the destiny or future of PCH. But there is a catch, it is not actually PCH's future being read but it was the future the room leader wanted to create for PCH. Big mouse have a lot of connection and if you come to think of it, the room leader is the only one who could easily talk and play with the warden or the one who look over the prisoners. The room leader already did some investigations of PCH and he wanted to test him so he staged a scene where PCH could be sent into prison and not only that out of every cell PCH was sent to the cell where room leader is. He already knows that out of all the lawyers PCH don't have any powerful connections but despite that he remains true to justice. The room leader may even fake his death so that PCH could divert his thoughts that room leader is Big Mouse. Not only PCH but room leader also wanted to divert the viewer's minds that he is not big mouse and he is also a pawn or right hand of big mouse.

my theory is changho is the real big mouse, and he doesn't remember. 1. Episode 2 changho excidence car and after excidence he may not remember actually he the real big mouse leader 😂 2. maybe changho have a tattoo but not showing right now🤔 jerry try to show tattoo on changho and said he really admire to big mouse, i dont know maybe he want to tried make him remember.🤔🤫 3. Jerry and changho actually been close friends since the orphanage and changho not remember, jerry come help him🤔 4. I think his friend is big mouse since when they were following the inmates he lost the way. And he can easily put the money in changho's office and he knew about the camera in the church and many other details + he was in the cast interview with lee jong suk and the other guy although he does not have that much of scenes until ep 12.
