Steph went threw proper procedures first but and chlo and mika where left the house and obviously had a bond with,Tom so wanted him to stay where as mr mead went behind the schools back and if scout said he done something he would get into real crap as no one knew she was there and they are more likely to believe her as he didn’t inform anyone she was staying there, so in all fairness it’s also to protect me mead.

He's a charismatic manipulator that knows how to lift people up and tear them down. He's a grandiose narcissistvand a bully to boot. He's very similar to Max from season 5.
