one possible reason youre overproducing electricity but still importing is because your high voltage lines arent spread out efficiently so the power your generating in the city isnt reaching all the areas of your city, forcing some areas to import power, even though your generators are overproducing

See at 4:52. You have ~42% unemployment rate. Unemployed still use the city services but do not pay taxes, putting massive stress on profitability. I'm not sure how this rate is calculated in-game but the children, teens and seniors total ~47,5% of your population so they are likely at most partially included - if at all - suggesting something might be wrong with your adult unemployment. Might be worth to check the job availability overlay and homelessness info to verify what is going on. Edit to add: also noticed that you have more jobs available than there are people employed (84k vs 69k) which seems counterintuitive with the above but again, availability might be in the wrong category. Still worth to check in my opinion.

Has the city been checked for the old office bug? It's where old office businesses over time would slowly reduce the number of employees and essentially become placeholders (and generate little tax). Paradox fixed the problem but only for new office businesses, the old ones had to be manually removed (demolished and allow to rebuild) or Paradox suggested driving the tax rate to max, making all office business quit the city and then bring the tax back to normal.

And the electricity import is due to some area where it is not connected to whole city but it is connected to outside connection hence it is importing to run the place. So you will need to find where is it

If tile upkeep was turned off then it looks like the city would be in a sustainable position. With the number of water (unproductive) tiles that were bought (and can't be sold back or got rid of) before it was known that there would be a huge cost (each tile unlocked has a 5% to 25% increase in upkeep cost over the ones preceding it), it would be more than reasonable to go into the settings under gameplay and turn it off or use the 529 Tiles mod to set it at a more reasonable %.

Taxes and deficits: pay attention to whether you're changing tax on commercial or industrial businesses trading certain goods. More commercial furniture businesses will increase your furniture deficit, because these stores need to purchase furniture from local producers or import it. So if you have a huge furniture deficit, you want to decrease taxes on furniture industry (to incentivize production) and increase taxes on furniture commercial (to disincentivize businesses that purchase furniture to sell to customers).

From what i see the water and power coming through path of lower resistance so if you have outside connection closer than your source it will take it from the closer source. So i suggest fixing a bit the outside connections, so they going out from power sources. Also info form CPP stream's about taxes: if you set up tax above 12 % you get less money than you should.

I think the reason for the deficit in money is that your unemployment level is 42%. People don't have jobs to work and hence they are not paying. Add jobs so people have somewhere to work

for the electricity trade problem you could try adding more high tension connections to the outside world as there is a maximum output/input a single connection can carry. Might help with the issue

For the tile upkeep issue, I have seen city planner plays and other skyliners make some changes in the setting(not sure what it was lol. Perhaps you can check their vids. But after locking all the tiles they unlock the tiles only required for the city area. So I guess it might help you to lower the tile upkeep taxes. Hope this helps. Cheers

You can easily fix the problem of having too many tiles unlocked by getting the 529 tiles mod. It has a setting to lock all tiles, then you can buy back only the ones you need. After that you can remove the mod if you wish

Regarding import/export electricity look at the capacity of your connections. High voltage cables are limited to 400MW

I think a choice needs to be made. And considering the amount of time you out into the city I think you should down off/down the tile upkeep. The city was built without that in mind and I think it might be impossible to fix without doing so.

Decreasing your energy production actually can increase costs if you’re exporting. CPP shows this in one of his videos

If youre importing electricity while having a surplus of power ....it means your city isnt entirely connected to your grid. It took me hours to figure that out but ive had a service surplus ever since. I ended up raising taxes for a while then lowered them back after replenishing the services rendered. I also removed the tile fee. Good luck!!

My one suggestion is taxing everyone the same or highly educated more you can raise it to 12% without major consequences that would help with the deficit and the new update has cheaper new schools that hold more students could help with the education cost. There are a lot more cheaper service buildings in the new patch that you should check out and would help your city a lot!

for your electricity your exported is capped at 400MW which is the rating of the high voltage lines, you need to add move lines outbound that separate so each can export 400MW, you 300MW that is going nowhere.

The tile upkeep getting progressively larger seems dumb, and they should exempt water tiles that are only connecting the city. I like the production line idea very factorio like which is a great game of course. I don't like the lowering taxes abd going those businesses get built. They should show you to create zones where you mark industry to build petro chemicals and plastic (or whatever). Then also allow lowering taxes as incentive too. Seems like a pain to micromanage the taxes with the hope that it gets built some where... only to redevelop an area and destroy what you wanted to have built or have to check every building to see if it producing what you needed. I do like the changes they've made and it's made me play it again. It's getting less beta and closer to a real game. Mods make it playable.

Here is my suggestion to fix these problems. Start by making a central hub for the movement of raw materials on cargo rails. Build the must needed industry around that hub and this should knock down a lot of demand and needs of the city and more balance to your tax income.

Your powerlines are causing the issues as to why you can't export more power. Each powerline only transfers 400 MW. In order to exceed exporting 400MW, you need to have multiple powerlines leading to the outside connections. Once you do that, you can export more power. Hope it helps and love your content.

@13:00 you can download the 529 tiles mod and RELOCK all tiles. Then you buy back the tiles on which you have developed your build. Then (if you’re not into using mods), you can un-subscribe the mod and your build will be easier to afford).

A progressive tax system would charge higher income earners more than lower income earners. Since income generally correlates with educational attainment, a truly progressive system would charge uneducated cims at a LOWER percentage than WELL and HIGHLY educated.

following-up -- it looks like your strategy is to zone as much specialized industry at the moment. One challenge here is that resource/commodity extraction has lower net profit margins than regular industry or more developed firms (software, media... aka offices) ... They'll also more likely need lower educated workers -- on whom you've levied the highest residential tax rates. So you're disincentivizing the very labor you need to staff all those farms. You'll certainly see a revenue bump ... not sure it will be enough to sustain your upkeep costs. I'll be curious to see what your staffing levels look like on these new enterprises. Efficiency may be affected. p.s. @41:10 coal will have higher demands for uneducated workers than will ore.

I think you should do something about the population this game is not designed for 300k people you can use a realistic population mod or something that will help with schools, transportation, garbage management, electricity, water etc. and also help with running the game smooth and fast.
