It's not up to William, though I'm sure he will be consulted. He is currently being "bigged up" by the press in a way that probably isn't very good for him, because he is not King yet and the British tabloids tend to start attacking people they have made too prominent. Charles and William will never allow Harry to rent apartments at Kensington Palace. He cannot be trusted on Royal properties as seen with the unauthorized filming at Windsor. Diana's apartment is at palace as well as the memorial for Diana in the gardens. William, Catherine & Family still use an apartment there and their offices are based at Kensington Palace. KP is one location Harry and his family will only be allowed access to obseved and escorted at all times.
