Wilson's basically saying that whether or not Bendy has a soul has nothing to do with becoming the Ink Demon (though having a soul would be preferable and make the characters easier to tame), but rather he just had too much ink that needed to be redirected and/or extracted, thus the tesla coils and countless experiments. That mini Bendy he crushed was a copy made from the Ink Demon's extracted essence, one of many Wilson can destroy for his own sick amusement.

Don't forget Tom. He invented the ink machine so he is just as responsible as Joey for the suffering it caused. That being said, I think Wilson is the worst of them all since both Tom and Joey seem to have a lot of regret and show remorse even.
