Considering Yatagarasu is the Sun God, Utsuho is VERY underpowered.

How did he make such an underpowered Yatagarasu? How did he make an overpowered flower girl like Yuuka? Worse than that, how could they all lose to an Oni in strength? Suika was one of the few touhou characters to beat Reimu. Face it. If legendary strength barely applies to Touhou, then there's no way size will.
