You need to calculate Boot time post the bios start up. That is when windows gets initialized the first time. so knock of a few seconds there. At 21-22 seconds windows actually starts to boot. So in essence your windows takes about 12 seconds to boot up. I've done a few hardware reviews for a few websites and people basically wanted to kill me for timing boot time from the second I push the On button.
