It's most likely a prototype or could be a pre-release version of the OS. The first beta builds of Windows 10 Mobile had this back in the day.

There are many tutorial, just look around. Btw, i did it on 630 model, its working, but finally all you can do is to use it as a telephone and some other little things. Not raccomended to use internet, there's no security to do it with phones like that, no more supported from microsoft and of course nokia.
