20:59 if your windows are closed then the speed of the air inside your house is near 0 and, since the air outside is really fast, thanks to the Venturi effect there is gonna be a LOT of pressure on the inside of your roof and if the wind is fast enough this pressure can blow your roof away. If your windows are open the speed of the air inside is gonna be approximately equal to the speed of the air outside so there will be no pressure (or almost no pressure) on the roof.

If you don't open your windows before a tornado hit, the pressure differential will break all your windows. So if you don't have time to reinforce with windows by boarding them up, the next best thing is to just let the window blow through your house (well maybe not the next best thing, but a good last ditch effort).

The reason you open your windows during a tornado is because the pressure differential created by the outside winds and the inside chamber pressure can be such that it will cause your windows to literally explode. And wrecked interior shit is much better than exploded windows all over the place.
