Press ctrl+shift and select the edge u need then move it using gumball.

@@evoke3D when I do it on my closed polysurface item, the edge is goind down, but the surface remains flat... Finally I did it, I had to start again the polyline step exactly as you did, with arcs and lines are not joined. It work when I mode the line with the gumball freely, but not when I enter the number, it just moves the border down, but not the surface...
