There are some cartoons, like "Villainous", that have this kind of humor and characters, I personaly think Dr. Flug and Miss Heed are kind of similar to Jack Spicer, each in their own way ( like, if they had a kid rhen it will be pretty similar to Jack in his personality and habilities) and both are pretty great characters

If you ask me it was both Jack and Omi that made this show. The other villains were good and all but when the attention was off Jack it just wasn't as great a show. That's my 2 cents anyway.
