my experience to get 25 prizes is by doing DOT jobs. complete the DOT tasks , except for the task for "pothole" (it doesn't get a prize). another option, can be a police officer (catching criminals)

It can be bit hard to do if you dont have friends to help you with this. Basically your text box will show issues in town and you have to check them out. Every time you help you will get the gifts. There is no need to wait every 2 min for fishing.

It isn't based on the number of fish. It is based on time. If you fish every two minutes you will get a present every time.
