If the offrace ever becomes that big an issue, I think the solution is just that each player has to pre-declare their race blindly. And if the selection ends up determining the outcome of the game, then the players just have to figure out how to play all matchups as a single race, that's their issue at that point. Would be funny to see like offrace vs offrace with both players playing a matchup they never prepped for tho lmao, like a Clem vs Raynor PvP

For all tournaments in the case of mirror matchups players should be allowed to choose an off race with preference. In short if ZvZ, id prefer ZvP (say Serral vs Reynor) TvT (say Clem vs Byun) PvT (Hero vs Classic) PvT, whatever. If accepted by the other player then they play that race as along as accepted by the other player.

You weren't right. Terran got nerfed in a couple significant ways. Ghosts cost more supply and reactored cyclones aren't a thing any longer. The first nerf makes P mid and late game better while the second nerf makes the early game better for P.

Protoss is the weakest race in SC2, Clem using protoss to cover his weakest matchup does not mean protoss is strong. It just means clem doesn't want to play TvT or ZvT as he finds them annoying and he knows how his opponents play Terran due to experience, the others don't yet as he only pulls it out for mirror matches and did so only recently.
