Just a matter of cultural preference. In the West, in some countries, such as the U.S., you can be arrested for not wearing a swim costume when you are swimming. In Germany it is perfectly fine for you to sauna nude and in select places to swim nude. When cultures let government choose what body parts must be covered in order to prevent arrest there will never be harmony and freedom from incarceration. It is unfortunate that these Iranian women cannot expose their hair, but hey, look around you at your own cultural prohibitions and then talk about how much freedom you actually have.

The obligation is indeed in the letter, in the Qur'an, but it is not forced because Muhammad did not force women to wear the hijab. I am also a Muslim, not a Shiite, from Indonesia and in Indonesia we do not force the hijab. But there are rules for dressing, not just dressing as you please without any rules. If you wear revealing clothing, there is a special place where only revealing clothing, such as a bikini, is allowed. Another example, belly dancing is still allowed as long as it is not an immoral dance like in the West. If Iran is still hard on Islam, still adheres to extremist Wahhabism like the Taliban in Afghanistan. Hopefully there will be moderate Islam developing in Iran.
