On top of that, if the attacking country purposely targeted the 500 children, they are moraly reprehensible. If the attacked country did everything it could to avoid killing children but they became causalities nevertheless, that is not a moral equivalence. If the attacking country did everything it could to place its children into harms way to increase the death count and blame the other country that is morally reprehensible. The ethics here is not just a matter of body count but intention and how the people are killed, including children.
