There are many good universities in Europe. If you want to carry out research on a university, then I think you should look for individual researchers (supervisors) that you think are carrying out good work. If you want to eventually work in the telecom industry, then I would recommend you to look for a university that is located in the same city as a site from Ericsson, Nokia, Huawei, or some other vendor. Then the transition from university to industry might be smoother.
