For those who didn't know is that I saw a wirtgen w50dc in New York and they use it for milling for speed bumps and milling around manholes and for to mill on the edge of the street

The area he's milling looks to be be in pretty good shape. Was 'work' performed just for the video?

Do you have to sweep every time he makes a pass?

Generally, yes, it allows the mulling operator to have clear view of the cuts needing to be made, and it keeps the street cleaner.

The height of the cutter is measured from the bottom of the road wheel. If he drives over piles of chippings then the depth of cut will not be uniform.
