It's a complex psychological situation. Many people don't know the whole situation, and would like to intervene, but don't know if it's their place. Many people don't want to intervene because they just don't care, but excuse their inaction on not knowing the whole situation. Many people don't think that it's that bad, or worth the problems that would arise if they intervene. But in the end, it was good that you made the experiment, and good that at least one person cared enough to intervene. There's a mitzvah, "Lo taamod al dam raecha". Don't stand on your neighbor's blood -- obviously, not to be taken literally, but in the sense of, not ignoring the pain and crimes against your brothers and sisters. People have a tendency to think, "what is in it for me, if I intervene?? Better for me to just stay away, than intervene and make a new enemy." But in Judaism, we have a specific Commandment not to just walk on by. We have to do what we can, we have to care, we are forbidden from just ignoring the wrongful pain of others -- of standing on their blood.
