Since they are speaking Spanish, I assume they are migrants from Cuba. Can anyone confirm?

The Coast Guard agent who spoke in Spanish has a Puerto Rican accent. In regards the migrants rescued, most stranded individuals on this cay are Cubans and Haitians, but can not tell from this particular video since none of them actually spoke during this clip. Hope this answer your question.
