how do you get workers to start building roads in custom mode and things like in campaing mode . i cant get anything started and its frustrating

you need a construction office, and you need a vehical to move gravel and or gravel. you could use a buldozer or an exevator and a buss to transport workers. then you need to set up the construction office as thy need to know where to get the resourses from. if you start on a blank map. you should be able to get all the stuff from a ccustomhouse :) Hope that helps :)
