Some IMF strategies, known as “Structural Adjustment Programs” (SAPs), directed developing nations to cut funding to health, education, and other important sectors, and instead put loaned money into “economic development” (which often meant letting in foreign companies to strip resources with cheap labour but whatever…) But when a country has drastically underfunded and decentralized their health system and something like… Oh, I dunno… the Ebola epidemic occurs… well… you get some not very fun times.

Africa wasn't even at that level, pre-colonization they were comparable to the Germanic tribes during the Roman Republic, or in other words they were 2000 years behind Western standards of that time.

Because the last tribes in Europe should be the Baltic tribes like the Old Prussians and those people had more advanced societies than a pre-colonial African kingdom (better metallurgy, knew the wheel, made crossbows). True, but that's why we say Japan was a century behind the West in 1800 AD. It's the same reason we say Japan is fifty years ahead of, let's say Turkey, or America is a decade ahead of Russia. It's not comparing time as much it is comparing development. And pre-colonial Africa was undeveloped to the extent that you need to go back into Antiquity to find similar circumstances.
