About the optimal number of turns - it's way beyond modern computing power, but there are some pretty efficient methods for large puzzles. I remember one of the guys who makes cube-solving robots has a pretty good one. My solve on a computer cube took about 25000 moves, including mistakes, and there are some known optimizations, so I think an efficient computer program using that method could probably be somewhere under 20000 on an average scramble.

@@qqwref2 Re: Quantum computers… you can actually access them *today* via online APIs, if you know Python. The two most popular options are Qiskit from IBM, and LEAP from D-Wave Systems.
