The low % torp protection is a bit of an issue, especially since this is an expensive steel ship. The gun accuracy is pretty nice, but the lack of hydro coupled with bad torp belt is a bit iffy.

The flaw was that it assumed the British would stop building with the Lion Class. Because British shipbuilding had a greater capacity, Germany would have lost any naval race. The other challenge facing their construction was would the German steel industry be able to supply sufficient quantities to build the ships especially with the competing demands of the Army for Tank production ?

No, the steel industry couldn't even supply enough material for the two Graf Zeppelin and two H-39 class ships under construction when war broke out, but that was largely because a change in naval doctrine also gave U-boats a higher priority.
