At least with a desert there’s a decent chance you can find land or resources somewhere. Whereas with the ocean you’re pretty much screwed. Limited resources, even less of a chance of finding food and you’ll still dehydrate all the same (don’t drink ocean water). You’re also dependent on using a boat to get around, provided you spawn on an island and have to build one or neither where you have to swim which is even worse…
