I'm sure 500 other people have said it but falling onto concrete is most likely safer than landing in freezing water from 2 stories because of the way water works it would be like falling onto concrete and then forcing your already broken body to swim up to get out of the freezing cold water you would drown or at least get hypothermia concrete not swimming Simple

Tom Fisher 2 stories, is basically about 20 ft usually. So falling 20 ft into freezing water would most likely be safer because I am sure that most people would not just flatten their bodies out onto the surface of the water making the impact much more dangerous. I can't say for sure what position most people would make falling into water, but falling from two stories isn't that high. Also hypothermia is when your core body temp drops below 95 degrees. So most wouldn't get hypothermia the moments they are in the water, they would have to stay in cold temps long enough to permeate through their entire body. I would assume the water is somewhere around 32 degrees because that is when water freezes. So as long as they are able to get out of the water quickly and warm up afterwards they should be just fine. (Btw the degrees are in Fahrenheit).

Wouldn't freezing water actually be more deadly? Two stories is actually a pretty survivable distance for concrete but I forget the distance where hitting water is harder then concrete. Anyway that water still wouldn't be very soft when you hit it, add in the schock of freezing temperatures, I feel like you probably won't resurface
