Do low levels get into these in MoP Remix ...or is it iLvl check as usual?

Yeah, they will do easily! The raids unlock with levels so Mogushan Vaults is available as of 25. Heroics are as of 70 and I've heard mixed views on getting into them, some people are willing to take lower iLvl (fresh 70 or people who don't wanna upgrade gear) and some don't.
