It is a public affairs program. These were produced during the day and broadcast late at night. It was a way for television stations to fulfill federal requirements of public service to the community so they could keep their license. Television stations would have their licenses reviewed every few years. A certain percentage of air time would have to be set aside for community programming. The stations would air these programs when viewership was low instead of prime-time hours so they would not lose money. The station would bring guest on that had information regarding services available to the community or issues were discussed that were of general concern to the public.

@@DrewTechner Perspective and other public affairs programs alike also aired first thing in the morning when WPVI signed on, as well as take a good amount of airtime on Saturday afternoons and Sunday mornings. And don't forget the Prime Time Access Rule where stations like WPVI aired Prime Time and Visions on Saturday evenings between 7pm and 8pm, not only doing community affairs, but having more in-depth interviews about issues of the day, encouragement to take up the arts, and even some entertainment pieces thrown in. A couple quick things to note, this was early Friday morning on September 13th, 1991, because Perspective with Joe Hunter aired late Monday nights and Thursday nights. Then, I would say about a week or 2 after this aired for a tad over 3 months until January 6, 1992 when World News Now debuted, WPVI expanded the Cinema 6 overnight old movies from just weekends to 7 days a week after the rebroadcast of Action News, then Perspective (and even Dialogue on early Wednesday mornings) would air at 4am soon after from early Tuesday morning to early Friday morning, followed by sign-off for 30 minutes at 4:30am until 5am.
