Babylon city emerged during the rule of Akkadian itself. It's more like a province. And Sumer was not a city instead it was region (southern mesopotamia). For example in ancient India, the deep South India was called as Tamilakam. But now it is divided into four different states. Just like that

@BladeLearnerK12 It was under regime of Babylonian empire. Babylonian empire covered the entire south and levant region (Lebanon, Palestine, Israel) at its peal. Sir would it be wrong to say that "whole South region was called Babylonia" It should be whole area north, south, east, west , isn't it according to you ? please answer

As Babylon city was located in southern Mesopotamia. That's why, we term the southern Region as Babylonia only.
