They nerfed points in W and buffed E benefit, so Agurin and most other Wukongs max E second these days. Also, your ult counts for your Q cooldown, so you can Q before and after ult casts to shred armor and maximize damage. EQRWQRQ does stupid damage

It depends, sometimes you just need to E, R so the enemy doesn't get away especially if they are ranged
