If I had to guess, it was probably matches they wanted to be in the main part of the game somehow, but they didn’t fit within any of the categories. They could have said off main script, but that doesn’t sound as interesting as offscript.

Then when Shane asked if there were "any Takers" to team with Triple H, Undertaker showed up on the Titantron to threaten Austin, implying that he'd be in the match. Once Austin & Rock came out before the match, Shane would appear on the stage & introduce Undertaker, after which the rest of the Corporate Ministry appeared next to them & Shane then warns Austin & Rock that they'd have to change their strategy (now that the Corporate Ministry's been formed).
