Raw is stacked you have Cena, Owens, Triple H, Balor, Samoa Joe, Nakamura, Styles going up against Reigns, Cesaro, Rusev, and Orton. Raw is so much better still

You also have to remember one of the usa networks demands for higher rating was that smackdown be moved to tuesday nights live. Also that Cena was to be drafted to smackdown to help ratings.
