Ehhhh... I think Joe was treated okay. A lot of his problem was that he kept getting injured (though I honestly think he should have beat Lesnar and Reigns and had a title run), and PAC did pretty good for a while, but got ruined by the 205 and Enzo. But yeah, mostly Triple H knew how to build people up, and Vince had no idea what to do with them.
