I think this might be setting up Cody vs Roman and Seth vs The Rock at Mania. Roman loses the WWE Championship and Rock wins the World Heavyweight Championship then at Crown Jewel we get Rock vs Roman for the Heavyweight Title and Roman gets to be the Raw champion just in time for the Netflix deal to begin.
