Dog is one of most coward animal I remember a incident when a cat was trapped on a wall with 2 street dogs and few dogs were down the wall that cat showed a phenomenal courage and behave differently and didn't turned back or nor running and the dogs on wall were pushing each other to move forward to face that brave cat.

These dogs are trained to lure the coyotes into the shooter, not kill them themselves. That's why they came back to give the hunter a chance to shoot the coyotes without accidentally hitting the dogs. You clearly have no idea how hunting works. Besides there's ton of videos of dogs hunting boars in pack as well. Go learn about life first.

In Wyoming (and possibly other western states but I’m not as familiar) coyotes are overpopulated and wreck the natural ecosystem. They don’t have many natural predators in Wyoming so hunting is a main way to keep their population down. They over hunt their natural prey such as pronghorn, deer, rabbits, prairie dogs, etc., as well as hunt domesticated animals and livestock. The coyote population will not be in jeopardy anytime soon, so hunting is a way of protecting other species and the Wyoming way of life.

Seeing the grassland this ecosystem is not healthy so probably it is an excuse for them to keep their domesticated animals gobble up the whole area.
