Or some of them might not get to the end of the hole and get a 14 while others are already there count hence the no 14 rule.

cameron, you don't get it. let's say wizz is always the last one to finish, others could just wait for him next to the hole and then waste the required shots to get the same score... the only problem is the no 14 rule.
